Jay Bobrowsky Jay R. Bobrowsky – Mr. Bobrowsky is a Senior Vice President of Special Investigations for the California State Compensation Insurance Fraud – (State Fund). He represents State Fund as an ex-officio voting member on the California Fraud Assessment Commission (FAC), and he also currently serves as the FAC Vice-Chair. Mr. Bobrowsky has been an active member of the Anti-Fraud Alliance (AFA) since 1995, and he is the current AFA President since 2018. He has over 30 years of diverse experience in both law enforcement and in insurance fraud investigations. At Liberty Mutual Insurance, Mr. Bobrowsky was awarded their highest honor, “the Chairman’s Award” for his work on a complex and high exposure workers’ compensation investigation. He is a frequent presenter on various aspects of the detection, investigation and prosecution of insurance fraud including workers’ compensation claims, personal automobile claims, and property claims.
