Fernando Cubangbang Fernando Cubangbang is a Detective Sergeant with the California Department of Insurance (CDI), Fraud Division and is currently assigned to the Golden Gate Regional (Benicia) Office overseeing a multi-disciplinary team. Prior to that, he supervised the Urban Auto Taskforce and the Healthcare Fraud Taskfroce teams in Alameda and Contra Costa Counties. Fernando has been with CDI for over 19 years. He graduated from the California State University Sacramento with a Bachelor of Science Degree in Criminal Justice.
