Captain Vlad Mikulich currently oversees the California Department of Insurance (CDI), Fraud Division Orange Regional Office. He received his undergraduate degree in Biology from the University California Los Angeles where he was a “Regents Scholar.” During his 16 year career with the CDI Fraud Division he has investigated or over seen the investigation of numerous multi-million dollar fraud schemes. In 2013, his investigative career culminated with the filing of Operation Spinal Cap in the Central District of California where over two dozen individuals were indicted or pled guilty to fraud that exceeded $3 Billion. At that time, the FBI stated this case was the largest healthcare fraud ever committed by a single entity in the history of the US. This case also led to the indictment and conviction of the first sitting California Senator to be charged with political corruption in over 40 years.
He and his team were honored with the Superior Accomplishment Award from Insurance Commissioner Dave Jones for their work and later won the NHCAA Investigations of the Year Award (honorable mention). Although he has shifted to more administrative work, he continues to investigate cases when upper management isn’t looking too closely.
