Thomas Overacker is the Director for the National Targeting Center-Cargo.
Mr. Overacker provides executive leadership and direction for anti-terrorism, counter-smuggling, and trade enforcement activities relating to international cargo movement in all modes of transportation.
Mr. Overacker also establishes partnerships and liaisons with numerous federal agencies, foreign counterparts, and key stakeholders that enables CBP to segment import and export cargo shipments according to risk.
Mr. Overacker overseas proactive targeting and coordination of examinations of high-risk shipments, to identify and interdict shipments that may pose a threat to the safety and security of the United States.
Mr. Overacker previously served as the Executive Director of Cargo and Conveyance Security where he provided leadership for the daily operations of CBP’s cargo processing and trade operations at Ports of Entry and Centers of Excellence and Expertise. He was also responsible for deployment of Non-Intrusive Inspection technology, the Customs Trade Partnership Against Terrorism, and the Container Security Initiative.
Mr. Overacker began his career with the U.S. Customs Service in 1997 as an Import Specialist in Cleveland. He graduated from Kent State University with a Bachelor of Arts degree in International Relations, and has completed the American University, Key Executive Leadership Program, and the Harvard Kennedy School of Government, Senior Managers in Government Certificate Program.
