Ray joined the National Insurance Crime Bureau on February 12, 2024, as Director of Regional Operations – West Region, reporting to NICB VP of Operations, Intelligence, and Analytics. Ray has over thirty years’ experience conducting complex criminal and national security investigations, where he developed expertise in risk management and leadership of large global investigative and operational teams. Ray most recently led global investigative teams for large global financial institutions where he developed and implemented policies and programs to proactively identify, mitigate and report complex financial fraud, and money laundering and reporting relevant information and risks to law enforcement, regulators, and risk committees. Ray’s private industry experience is complemented by 21 years of experience with the Federal Bureau of Investigation, where he worked complex multinational criminal and national security investigations as an FBI Special Agent, Squad and Task Force Supervisor and he later assumed leadership roles of increasing responsibility in the FBI Counterterrorism Division and at the Washington Field Office. Ray has experience with critical incident response, crisis management and management and operations of National Security Special Events. Ray earned a bachelor’s degree in finance from Arizona State University and has multiple law enforcement certifications.
