
Michelle Rafeld is a nationally recognized insurance and antifraud leader with more than three decades of experience in fraud investigations and insurance regulations. She is known for her strategic leadership and deep understanding of the insurance ecosystem, and has built a career dedicated to advancing industry collaboration to combat insurance fraud.
Michelle began her career as an agent with MassMutual before dedicating 32 years to public service with the State of Ohio, where she held investigative and leadership roles with both the Ohio Bureau of Workers’ Compensation and the Ohio Department of Insurance. From 2007 through 2023, she served as Assistant Director of Fraud & Enforcement, leading statewide antifraud initiatives, overseeing complex investigations, and working closely with prosecutors, law enforcement, insurers, and policymakers.
From 2020 to 2023, Michelle served as Public-Interest Co-Chair of the Coalition Against Insurance Fraud. She was appointed Executive Director in January 2024 and now leads the organization’s national efforts in research, advocacy, and education to reduce insurance fraud and its impact on consumers and the industry.
Throughout her regulatory career, Michelle led numerous committees and task forces for the National Association of Insurance Commissioners (NAIC). She also served in advisory roles with the Healthcare Fraud Prevention Partnership and the Global Insurance Fraud Summit. She currently serves as an advisor to the National Insurance Crime Bureau, the International Association of Special Investigation Units (IASIU), the New York Alliance Against Insurance Fraud, and the Anti-Fraud Alliance (AFA).
Michelle holds a Bachelor of Science in Business Administration from the University of Dayton and has earned the Associate Professional in Insurance Regulation (APIR) and Professional in Insurance Regulation (PIR) designations.
