Shawn Conner Shawn Conner is the Deputy Chief overseeing Southern California law enforcement operations for the California Department of Insurance, Fraud Division. He brings over two decades of experience combating insurance fraud, with significant, direct experience managing disaster responses. This includes previously leading task forces following the 2003 Cedar Fire and the 2007 Witch Creek Fire in San Diego County. Currently, Deputy Chief Conner is overseeing the Fraud Division’s response to the Eaton and Palisades fires in Los Angeles County.
