Ray Duncan

Ray Duncan currently serves as the NICB Director of West Region Operations.  Ray has over thirty years’ experience conducting complex criminal and national security investigations, where he developed expertise in risk management and leadership of large global investigative and operational teams.  Ray has experience leading large global complex financial fraud and money laundering investigations and developed operational risk mitigation strategies in the banking industry.

Ray formerly served as a Special Agent with the Federal Bureau of Investigation in a variety of investigative and leadership roles in the criminal and national security programs, retiring in 2017 as the Assistant Special Agent in Charge in the Criminal Division at the Washington Field Office.  During his FBI career, he conducted complex criminal investigations, tier one national security and counterterrorism investigations, and international fraud investigations.  Ray is experienced in managing large scale national security special events and crisis response.  He is the recipient of the Outstanding Service Award in the District of Arizona, and he has received numerous citations and commendations during his 21 years of service with the FBI.

Mr. Duncan resides in Scottsdale, Arizona, with his wife Jennifer and two teenage daughters, Kristen and Allison, and their black Labrador Retriever, Bodhi.   In his spare time, Ray enjoys the outdoors, hiking, skiing, golf and travel.
